THE OPPORTUNITY
An outstanding leadership opportunity awaits a talented finance professional looking to join the North County Dispatch Joint Powers Authority (NCDJPA) as the next Administrative Services Division Manager. The Administrative Services Manager works collaboratively with the JPA Administrator and staff to deliver high caliber public safety communications services to member cities in beautiful North San Diego County.
ABOUT NCDJPA AND THE AREA
While the Emergency Communications Center is in Rancho Santa Fe (CA), the NCDJPA serves 480 square miles and a population of over 875,000 in the following North San Diego County communities: Carlsbad, Del Mar, Encinitas, Escondido, Fallbrook, Oceanside, Pala, Pauma, Rancho Santa Fe, Rincon, San Marcos, San Pasqual, Solana Beach, Valley Center, and Vista. The Emergency Communications Center receives both emergency and non-emergency calls resulting in the dispatch of fire and medical resources for over 95,000 incidents per year.
NCDJPA is governed by a Board of Directors, consisting of nine elected officials from the member agencies. NCDJPA is also governed by a Board of Chiefs from the member agencies to provide operational oversight and direction to the Administrator and staff of the JPA. A Finance Committee, consisting of three member agency Fire Chiefs works closely with the Administrator and the management team to bring financial recommendations forward to the Board of Chiefs and Board of Directors.
NCDJPA serves its numerous communities through an adopted FY 2023-2024 budget of approximately $6.4 million and employs 36 full-time professional staff members and 4 part-time staff. The JPA is overseen internally by the Administrator who is assisted in leading the organization with three division managers who oversee Administrative Services, Support Services, and Dispatch Operations.

THE POSITION
The Administrative Services Manager is a senior management level position that reports directly to the Administrator of the NCDJPA and exercises general supervision of staff assigned to the Administrative Services Division. Currently, there is a budget analyst and an admin analyst who each report to the Administrative Services Manager. The most noteworthy duties and responsibilities of the Administrative Services Manager include serving as the Controller for the JPA; supervising and performing all activities related to the financial stability of the JPA including general ledger, accounts payable/receivable, cash management, account reconciliations, financial reporting to related agencies, cash flow analysis, and the JPA investment portfolio; assisting the Administrator with budget planning; directing and administering all Human Resource activities related to the JPA’s employees, including preparing payroll and managing all associated records; and supervising and coordinating the preparation of the Board of Directors agenda, minutes, financial reports, ordinances, resolutions, agreements, and reports and fulfilling the duties of Clerk of the Board.
The ideal candidate will have municipal finance experience in disciplines such as accounting, payroll, AR/AP, reconciliation, budget, and pension reporting; experience with implementing a new Enterprise Resource Planning (ERP) platform; HR experience or a strong willingness to learn the HR elements associated with this position; and a people-centric focus as the NCDJPA places a high value on collaboration and work/life balance.
QUALIFICATIONS
Any combination of training and experience that would provide the required knowledge, skills and abilities is qualifying; however, the most qualified candidates will possess the following:
Education: A bachelor’s degree from an accredited college or university with major coursework in accounting, finance, public or business administration, or a closely related field. A master’s degree is highly desirable.
Experience: Five years of recent, increasingly responsible professional experience in accounting, budget management, and/or public administration. Experience in the public sector and supervising staff are pluses.
Certifications: A CPA designation is not required but is highly valued by the JPA.
COMPENSATION AND BENEFITS
The current salary range for the Division Manager position is $103,889 to $139,221, with placement in the salary range based upon experience. *A 4% salary range increase is scheduled for July 1, 2024. The JPA also offers an excellent benefit package including CalPERS retirement with “classic” employees provided a 2.5% @ 55 formula, with final compensation based on the highest average annual compensation during any consecutive 36-month period of employment. PEPRA members receive 2% @ 62 formula.
