THE DEPARTMENT

The Development Services Department is dedicated to professional excellence and outstanding customer service. The team is committed to provide Chandler residents with sound land-use planning strategies, responsible design development standards and high-quality, cost-effective infrastructure as well as ensuring safety and compliance to continue to preserve the quality of life in the city.


The Department has 84 FTE’s who provide service in the following areas: Building Safety; Customer Service, Permits & Project Management; Planning, Zoning and Site Development; Transportation Engineering; Civil Engineering; Geographic Information Services; Telecommunications & Private Utilities; and Historic Preservation. The Development Services Department has a 2023-24 fiscal year budget of $23.2 million which supports the staff and services provided.


THE POSITION

The Development Services Director position will be vacant due to an upcoming retirement. It is anticipated that the new Development Services Director will be an experienced government professional with outstanding leadership and personnel management skills with a breadth of experience in managing development programs. The ideal candidate is a strongly committed individual who has a positive record of achievement and a history of developing constructive working relationships throughout the organization. The successful candidate will have a demonstrated track record of effective staff management and have a strong political acumen in working with elected officials, the development community, and staff.


The Director will develop partnerships with other departments, governments or agencies to work on joint projects and address transportation and development activities through a commitment to service delivery. In addition, the Director will serve as a liaison with other City departments, City Council, neighborhood groups, public and private agencies and other communities. Candidates with broad-based municipal leadership experience with knowledge of principles, objectives, and standard practices of urban planning and planning and zoning administration, development process and procedure administration, and ordinance and code implementation and administration are preferred.


QUALIFICATIONS

Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job is qualifying. The most attractive candidates will possess the following:


  • Education: A Bachelor’s Degree in Public or Business Administration or a related field.

  • Experience: At least eight to ten years of experience in a municipal environment, including three to five years at the senior management level and at least five years of supervisory experience.

  • Additional preferences: Significant experience and understanding of federal, state, and other applicable statutes governing planning, zoning, development, land use, and building safety.

  • Residency: Residency in the City of Chandler, within one year from appointment, is required per the City Charter.


SALARY AND BENEFITS

The salary range for the Development Services Director is $142,896 to $214,364, with placement in the range dependent on qualifications. In addition, an excellent executive benefit package is provided including retirement through participation in the Arizona State Retirement System (ASRS).
