The City of Midlothian, Texas is offering an excellent opportunity for a professional engineer with a background in water treatment and capital improvement program management to serve as the Assistant Director of Engineering & Utilities. Midlothian is in northwest Ellis Co, Texas, about 25 miles from either Dallas or Fort Worth at the juncture of US Highways 287 and 67. Midlothian is part of the Dallas-Fort Worth (DFW) Metroplex, the economic and cultural hub of North Texas. Midlothian, the gateway to the peaceful suburbs of Ellis County, encompasses a land area of 64.42 square miles with an estimated population of 40,218, and growing. Midlothian’s Engineering Department is at the forefront of the City’s continued growth and development. The Engineering Department, in partnership with the City’s Water Utility, manages the planning, coordinating, and carrying out municipal infrastructure development plans including roads, water supply systems, sanitary sewer systems, and public facilities. The Engineering Department evaluates all development proposals and plans, conducts feasibility studies, and makes recommendations regarding infrastructure improvements and long-term development plans to ensure the City’s infrastructure meets the needs of current and future residents and businesses.
Midlothian’s Water Utility provides safe, reliable water for use in residential, commercial, industrial, and public use applications. Midlothian’s Water Utility has been recognized as a Superior water system by the Texas Commission on Environmental Quality (TCEQ). Midlothian serves as a water wholesaler for the communities of Grand Prairie and Venus, Rockett Special Utility District, Mountain Peak Special Utility District, and Sardis-Lone Elm Water Supply Corporation.
Midlothian is seeking a registered professional engineer to work collaboratively with various stakeholders to develop, plan, and implement capital improvement projects, including those which involve municipal infrastructure.
This position functions with a significant amount of autonomy and associated responsibility. Accordingly, the highest ethical standards and integrity are essential. Under the nominal supervision of the Director of Engineering & Utilities, this position manages and directs operations, and supervises teams in both the City’s Engineering Department and the Water Treatment Plants. A few of the duties and responsibilities of the Assistant Director of Engineering & Utilities include managing the City’s large-scale capital improvements program, including all phases of project development, planning, budgeting, design, review, bidding, awarding, construction, contract administration, inspection, and project close out, particularly as these areas relate to roadways, utilities, stormwater drainage, sanitary sewer systems, water treatment, water distribution, and elevated water storage; assisting the City Engineer with Development Review Committee-related meetings and reviews, to include zoning, site planning, specific use permits, platting, driveway spacing, and other related development submissions; and managing operations, employees, and ensuring compliance, efficiency, and safety in the City’s Engineering and Water Treatment Plants.
The successful candidate will possess the following:
Bachelor's degree in civil engineering, environmental engineering, or a related field, from an accredited college or university is required.
Master's degree in civil engineering, environmental engineering, public administration, or a related field, from an accredited college or university is preferred.
Minimum of five (5) years of experience supervising, designing, planning, and directing municipal capital projects related to engineering, utility engineering, water resource management, and three (3) years in a supervisory capacity is required.
Experience managing the operations of water treatment plants including water/wastewater process, treatment, pumping and collection, (wastewater) and transmission (water) pipeline design and construction is preferred.
Required Licenses and Certification:
Registered Professional Engineer (P.E.) in the State of Texas or the ability to obtain Texas certification within 12 months of hire.
Possession/Maintenance of a valid Texas Driver’s License with acceptable driving record as established by the City of Midlothian.
COMPENSATION & BENEFITS
The full annual compensation range for this position is $99,923 - $154,876, with final placement in the range dependent on qualifications and experience. Midlothian also offers an excellent benefits package including retirement through the Texas Municipal Retirement System (TMRS). The City matches the employee's required contribution of 7 % to TMRS with a contribution of 14%. The retirement program contributions begin on hire date. Employees are vested in the retirement system after five years of employment and are eligible for retirement after 20 years. The City also requires a 7% contribution to the Social Security System.
