THE OPPORTUNITY
With a year-over-year growth rate exceeding 10%, Kyle, Texas is the third fastest growing city in the nation. The City seeks a Chief Development Officer to provide high-level executive oversight of Kyle’s growth and development.
ABOUT KYLE
The City of Kyle is poised to be the largest city in Hays County. With a continuous annual growth rate of 10%, their population has multiplied tenfold since the 2000 census from 5,000 citizens to just over 52,300. Kyle is strategically located on I-35, between two top performing cities in Texas. Just 7 miles south of Austin and 39 miles north of San Antonio, Kyle is in an enviable position along this booming corridor and is in the direct path of rapid growth.
With its prime location in the heart of the Texas Innovation Corridor and proximity to the large cities of Austin and San Antonio, Kyle attracts a diverse range of businesses, including high tech manufacturing, ranging from automotive and semiconductor to medical equipment and supplies, professional and business services, distribution, and destination recreation.
THE DEPARTMENT
With a recent reorganization, the Chief Development Officer will oversee both the planning and building departments of the City and will interface closely with the City’s economic development function.
The Building Department is led by the Building Official and is staffed with 8 employees, including the Building Official, four Building Inspectors and three Permits Coordinators. The Planning Department is led by a Planning Director and is staffed with 6 employees, including the Planning Director, a Senior Planner, a Planner, a Project Development Coordinator, a GIS Administrator, and a GIS Analyst.
In the calendar year 2022, the Department processed 1,683 residential building permits and 151 commercial permits, up slightly from the previous year. In total, the Department processed 5,244 building permit applications and performed 37,186 inspections.
THE POSITION
Reporting to an Assistant City Manager, the Chief Development Officer provides leadership and management of the Building and Planning Departments. In addition to planning, directing, and supervising the activities of the two departments, the Chief Development Officer serves as a liaison between builders, developers, the City’s Economic Development Department, the Planning Department and other City departments in order to help facilitate the development of commercial, industrial, and mixed-use developments, and ensure that the highest customer service standards are met. The Chief Development Officer will also assist with development issues that arise during plan review and construction and find equitable solutions to any issues that may delay completion of proposed projects. Additionally, the Chief Development Officer will oversee the City’s current and future development agreements to ensure that both the City and the developers are meeting their obligations.
The ideal candidate will have experience working in a rapidly growing community, a background in urban planning, and effective negotiation skills. In addition, being an effective leader, relationship builder, and having a positive “can-do” attitude will align with the current organizational culture of the Departments and the City.
QUALIFICATIONS
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Education: A Bachelor’s degree from an accredited 4-year college or university with major course work in Urban Planning, Architecture, Engineering, Construction, or a related field. A Master’s degree is highly desirable.
Experience: Seven years of increasingly responsible, related experience, with at least five years of supervisory experience.
Certification: Certification by the American Institute of Certified Planners (AICP) is highly desired.
Language: The ability to communicate in Spanish, both verbally and in writing, is preferred, but not required.
COMPENSATION AND BENEFITS
