THE DEPARTMENT

The mission of the Public Works Department is to provide the highest possible quality of life to the citizens of Fairfield through the delivery of prompt, professional, efficient, and personal service. Responsibilities of the department include design, construction, operation and maintenance of streets, water, sewer, drainage/flood control, public buildings, parks, landscaping, fleet, and open space. The department also manages transportation activities including local fixed routes, paratransit, a reduced taxi program, two park‐and‐rides, and train station maintenance services. The management team comes from diverse academic backgrounds, including public works administration, civil engineering, traffic engineering, water resources, construction management, and transportation planning and operations. The department consists of five functional areas: Engineering, Operations, Utilities, Transportation, and Fleet Management.


THE POSITION

The Senior Civil Engineer serves as a senior technical and supervisory leader within the City’s Engineering Division, responsible for planning, directing, and delivering complex development projects. This role operates with a high degree of independence and professional judgment, overseeing development engineering programs from concept through design, review, and construction.


Reporting to the Assistant City Engineer, the Senior Civil Engineer Senior supervises the Development Review section of the engineering division and provides leadership to professional engineers, technical staff, and consultants. The position leads the Development Review Section, contributing both strategic oversight and hands-on technical expertise across a diverse portfolio of public infrastructure and private development projects. Key responsibilities include planning, assigning, supervising, and reviewing complex engineering work related to private development improvements, floodplain management, and stormwater quality; leading and managing an engineering section; providing technical guidance and problem resolution to developers, contractors, consultants, other agencies, and the public; preparing technical reports, environmental documents, grant applications, legal descriptions, and City Council agenda items; supporting long-range and master planning efforts; and participating in interdepartmental and multi-agency teams, including the Development Action Review Team (DART).


QUALIFICATIONS

The following are the minimum requirements for the position:

  • Education: A Bachelor's degree from an accredited college or university with major course work in civil engineering.

  • Experience: Five years of increasingly responsible experience in professional Civil Engineering including two years of development engineering experience gained through either public agency or private industry.

  • Licensure: Candidates must hold registration as a Civil Engineer in the State of California. The City may consider applicants licensed in another state; however, the selected individual will be hired, and remain, in a lower classification until obtaining a California Professional Engineer license.


SALARY & BENEFITS

The salary range for the Senior Civil Engineer is up to $154,168, with placement dependent on qualifications. In addition, an excellent benefit package is provided including retirement provided by CalPERS. Classic members will be enrolled at the 2.5% at 55 benefit formula. New members hired after 1/1/2013 (PEPRA) will be enrolled at the 2% at 62 benefit formula. In addition, the City provides a 401(a) plan with a 10% City contribution and a 4% required employee contribution. A 457 plan is also optionally available to employees without a City match. The City does not participate in Social Security.


The city also supports flexible work arrangements, including hybrid schedules, where operationally feasible, following the successful completion of the one-year probationary period.
