THE OPPORTUNITY

The City of Tomball offers a fantastic opportunity for a talented Human Resources Director who seeks a compelling professional challenge near a major metropolitan area, but in a small town that is free of the congestion and problems found in large cities.


THE DEPARTMENT

The Human Resources Department supports city-wide human resources functions including employee recruitment, onboarding/offboarding, risk management, benefits/leave coordination, payroll, classification and compensation, training, and employee engagement and appreciation. The department is a strategic partner advising the City Manager regarding personnel policies and decisions. The department consists of three full-time employees, including the department director with an annual operating budget of $574,000.


The Human Resources Department is focused on enhancing the City’s effectiveness and capability to provide excellent internal and external customer service by:

  • Recruiting, developing, and retaining a knowledgeable, citizen focused workforce.

  • Assisting departments in providing constructive performance feedback and evaluating employee performance, conducting employee training, and facilitating opportunities for employee, supervisor, and manager development.

  • Serving employee and citizen needs through collaboration, partnership, and innovation.


THE POSITION

The City of Tomball is recruiting for the position of Human Resources Director. This position serves as a strategic partner with leadership reporting directly to the City Manager. The position is responsible for city-wide human resource functions, this includes developing, implementing, managing, and coordinating talent strategies geared towards attracting and retaining the highest quality employees. Classification and compensation, payroll, benefits administration, risk management, employee relations and training all fall under the supervision of the Human Resources Director.


The ideal candidate for Tomball’s next Human Resources Director will be a critical thinker and problem solver with the ability to provide alternatives and implement solutions, an effective listener and communicator, and capable of exhibiting high standards of business and personal ethical conduct, leadership, teamwork, and initiative.


REQUIRED EDUCATION AND EXPERIENCE

Qualified candidates must meet the following education and experience requirements:


Education: Bachelor’s Degree in Human Resources or Human Resource Management, Business Administration, Public Administration, or a related field from an institution accredited by a nationally recognized accrediting agency.


Experience: Five years of progressively responsible experience in human resources management: including recruitment, benefits, compensation, payroll, employee relations and risk management. Three years’ experience at the manager level or higher where both people, budget, and other resources are managed.


Background: Successful candidates must be able to pass a pre-employment background and drug test.


COMPENSATION AND BENEFITS

The anticipated hiring point for the Human Resources Director is up to $153,000, depending upon experience. The city offers an excellent benefit package including retirement through the Texas Municipal Retirement System (TMRS) with a 7% employee contribution and a 2:1 match by the City, insurance benefits including two health plan options, dental and vision coverage, vacation, sick leave, ten paid holidays, and two personal days annually. In addition, relocation assistance, up to $5,000, is available on a reimbursement basis for the selected candidate.
